and institutions in order to attempt to balance the budget.
Generals don't vote to cut their own programs.
Generals don't vote to treat their soldiers like crap.
Generals try to do the jobs they are given with what they
have to work with.

Years ago, I can remember seeing stories about unacceptable conditions at various VA hospitals around the country.
As is usual with Washington, nothing will ever change. Oops, I take that back. It does change. It becomes more and more idiotic there with each passing year.
Shame on us for continuing to put up with a system
that is not "For the People".
Congress has changed dramatically since our forefathers drafted our Constitution. Now, even if you go in with good intentions, they explain how it's going to be. If you don't listen and cooperate with them, if you try to do good regardless, they 'fix' you.
Just look at Jim Traficant.
